Wing commander nominated for brigadier general Published Nov. 24, 2015 439th Airlift Wing Public Affairs WESTOVER AIR RESERVE BASE, Mass -- Westover's wing commander is among four Air Force Reserve Command colonels the president has nominated for promotion to brigadier general, the Air Force announced Nov. 24.Col. Albert V. Lupenski has commanded the 439th Airlift Wing since September 2014. He's also the fifth out of six wing commanders at Westover since 2000 to be nominated for the flag officer rank.This news follows the 439th AW earning the Raincross Trophy awarded last week at March ARB, Calif. The Raincross honors the best wing in the Air Force Reserve Command's 4th Air Force. In addition, two other colonels formerly assigned to Westover also made the nomination list. -- Col. John P. Healy serves as the mobilization assistant to the commander, 618th Air Operations Center, Tanker Airlift Control Center, Air Mobility Command, Scott Air Force Base, Ill. Healy was the vice commander at Westover from January 2011 to June 2012.-- Col. William R. Kountz Jr. is the associate director of logistics, deputy chief of staff for logistics, engineering and force protection, Headquarters U.S. Air Force, Pentagon, Washington, D.C.
